Kaupapa Inquiries
Kaupapa (thematic) inquiries are not specific to any district. The Kaupapa Inquiry programme is intended to provide a pathway for claims outside of the district inquiries which raise nationally significant issues affecting Māori as a whole or a section of Māori in similar ways, and which have not previously been fully heard, reported on or settled.
Each Kaupapa inquiry focuses on a single major issue or cluster of related issues. The inquiry process is intended to be flexible and responsive. Some of kaupapa inquiries are likely to take several years to inquire into all relevant claims participating such as the Wai 2575 Health Services and Outcomes Kaupapa Inquiry. This inquiry has, to date, three stages in order to organise and hear clustered issues together. Each stage will likely have a Tribunal report and recommendations. This enables a process of engagement with the Crown to be undertaken after each stage is completed rather than waiting for the entire inquiry to be completed before any negotiations can be undertaken. Other Kaupapa Inquiries apply the staging methodology to differing levels.
We represent claimants in all current Kaupapa Inquiries before the Waitangi Tribunal including the Māori Military Veterans Kaupapa Inquiry, the Health Services and Outcomes Kaupapa Inquiry, the Mana Wāhine Kaupapa Inquiry, Housing Policy and Services Kaupapa Inquiry and most recently, the Constitutional Kaupapa Inquiry.
